It has been announced in a decree published in 2002.
"L’application nationale aux études supérieures et aux diplômes nationaux de la construction de l’Espace européen de l’enseignement supérieur se caractérise par : […] 4° La délivrance d’une annexe descriptive aux diplômes dite "supplément au
diplôme" afin d’assurer, dans le cadre de la mobilité internationale, la lisibilité
des connaissances et aptitudes acquises." (Décret 2002-482 du 8 avril 2002
portant application au système français d’enseignement supérieur de la
construction de l’Espace européen de l’enseignement supérieur)
The French Diploma Supplement is the same as the template recommended
by the UNESCO/Council of Europe/European Commission Working Group.
