System of education

System of Education Diagram

Ukrainian educational system is under reformation. When the Law of Ukraine “On Higher Education” No. 1556-VII dated July 01, 2014 was adopted, the changes of higher education structure took place. Education and qualification levels of Junior Specialist and Specialist are supposed to be gradually removed from the structure; it also relates to the Candidate of Science (Kandydat Nauk) research degree.


According to the admission requirements of higher educational institutions (HEIs) in 2017 (Decree of Ministry of Science and Education No. 1236 dated October 13, 2016), the HEIs of Ukraine are enabled to carry out admission for Junior Specialist program. The admission for this program is extended till 2019. The last admission for Specialist training program was conducted in 2016. The Candidate of Science study is being continued within designated term, in case it had begun till the adoption of the above-mentioned law. Consequently, education and qualification levels of Junior Specialist, Specialist along with Candidate of Science degree are reserved, at the moment, in the higher education structure, and may be considered as levels/degrees of transitional period.


Due to Law of Ukraine “On Higher Education” there exists such correlation between previous and actual educational degrees in Ukraine as:

  • Junior Specialist diploma equals to Junior Bachelor diploma;
  • Specialist diploma equals to Master diploma;
  • Candidate of Science diploma equals to PhD diploma.

It is expected that there will be changes regarding laws on secondary and vocational education.

University education


Training of specialists with higher education is provided within such levels of higher education:

  • the first (Bachelor) level of higher education corresponds to the sixth qualification level of National Qualification Framework;
  • the second (Master) level of higher education corresponds to the seventh qualification level of National Qualification Framework;
  • the third (educational and research) level of higher education corresponds to the eighth qualification level of National Qualification Framework;
  • research level of higher education corresponds to the ninth qualification level of National Qualification Framework.

Acquisition of higher education on each levels requires successful completion of educational (educational and professional or educational and research) program, which is the ground for a relevant degree award: Junior Bachelor, Bachelor, Master, Doctor of Philosophy (PhD), and Doctor of Science.


Junior Bachelor is an educational and professional degree, which is obtained at the elementary level of higher education and is awarded by educational institution upon successful completion of educational and professional program. The corresponding workload is 90-120 ECTS credits.


Bachelor is an educational degree that is acquired at the first level of higher education on the basis of complete general secondary education. It is awarded by the Higher Educational Institution upon successful completion of educational and professional program. The workload is 180-240 ECTS credits (3-4 years generally, 1 year - 60 ECTS credits). The workload required for the award of a Bachelor degree to a student who is continuing studies after having been conferred a relevant Junior Bachelor degree shall be defined by the HEI.


Master is an educational degree that is acquired at the second level of higher education, and is awarded by HEI upon successful completion of a relevant academic or professionally oriented program. A professionally oriented Master program comprises 90-120 ECTS credits; a research program comprises 120 ECTS credits. Admission to the Master program is provided on the basis of Bachelor degree.


Master’s degree in Medicine, Pharmacy and Veterinary Medicine is obtained on the basis of complete general secondary education and is awarded by HEI upon successful completion of a relevant educational program, the workload of which is 300-360 ECTS credits. Such Master program is considered to be a simultaneous acquisition of Bachelor and Master degrees.


Academic competence according to the educational qualification level of “Specialist”, which is being provided by HEIs and was started prior to enactment of the Law of Ukraine “On Higher Education”, shall be continued within the time limits of the educational period according to the relevant educational and professional program and shall result in granting state standardized document on higher education – Specialist diploma. The last admission for the educational qualification level of Specialist shall be conducted in 2016. Higher education according to the educational qualification level of Specialist (complete higher education) shall be equal to the degree of Master following the enactment of the Law of Ukraine “On Higher Education”.


Doctor of Philosophy (PhD) is educational and the first research degree, acquired at the third level of higher education on the basis of Master degree. PhD degree in awarded by the Specialized Academic Board of HEI or research establishment upon successful completion of the relevant educational and research program and public thesis presentation.


Doctor of Science is a research degree, which is acquired at the second research level of higher education on the basis of Doctor of Philosophy degree and stipulates acquisition of the highest competences in the field of elaboration and implementation of research work methodology, conduction of innovative research, receipt of scientific results, which provide solution of significant theoretical or applied issues, have national or global importance and are published in scientific editions. Doctor of Science degree is awarded by the specialized Attestation board of the HEI or research establishment. It considers results of public presentation of research achievements by means of a thesis, published monograph or by the collection of articles, published at the national and international refereed professional editions, list of which is approved by the central executive body in the sector of education and science.


A person, who successfully completed a relevant educational program and passed state examination, receives a higher education document of obtained degree: Junior Bachelor diploma, Bachelor diploma, Master diploma, Doctor of Philosophy (PhD) diploma, Doctor of Sciences diploma.


Quality Assurance in Higher Education

Ukrainian higher education system of quality assurance consists of:


  • HEI internal quality assurance system of the higher education services and quality;
  • systems of external quality assurance of educational services provided by HEIs and higher education quality;
  • quality assurance system of the activity of the National Agency for Quality Assurance in Higher Education and independent assessment of institutions, which secure education quality.

Accreditation and licensing of the activity of higher educational institutions

Mechanisms of educational activity of licensing and educational program accreditation are the components of the external quality assurance system. Educational activity in higher education sector in Ukraine is carried out on the ground of licenses. A license is issued separately for each specialty and contains information about higher educational institution name and its location (including its separated subdivisions), and also about licensed amount (maximum number of persons, to whom higher educational institution is able to provide higher education regarding specific specialty and degree according to education standards). The license is issued by the Ministry of Education and Science of Ukraine on the ground of expert report of the National Agency for Quality Assurance in Higher Education.


Educational program accreditation regarding a relevant specialty and degree of higher education confirms correspondence of this program to the higher education standard and it enables a higher educational institution to issue a state standard diploma on the specialty. After completion of non-accredited educational program higher educational institutions issue a non-state standard document on education according to the Law of Ukraine “On Higher Education”.

Post-secondary non-university education


Post-secondary non-university education is represented in Ukraine by means of vocational education. Vocational education is a system of qualified worker training. It is also a complex of teaching and organizational arrangements aimed at helping people to acquire knowledge, abilities, and skills in chosen vocational areas.


Vocational education provides citizen’s acquisition of a profession (according to their vocations, interests, and desires), and also pre-professional education, re-education, and advanced worker’s training.


Vocational education has different stages. Such stages are reflected in respective qualification levels, specialization complexity levels, and educational levels. Each stage of study in a vocational educational institution has its theoretical and practical completion and confirmed by awarding the graduates (students) the qualification degrees of Qualified Worker and Junior Specialist in accordance with their acquired professional knowledge, competences, and skills.

Recognised higher education institutions


In terms of ownership form, institutions of higher learning in Ukraine may be state, communal, or private. Regardless of their ownership form, they have equal rights and provide educational activity according to the unified state standards. Ukrainian institutions of higher learning are classified by types as follows: universities, academies, institutes, conservatories (music academies), colleges, and technical schools.


University is a multidisciplinary institution of higher learning of the IV accreditation level that provides higher education within a broad range of humanities, economic, natural, and other studies, and is a leading research and methodology center. There may be classic and specialized universities.


A university is considered as classic if it prepares specialists in at least eight areas of study, as well as doctors of philosophy and doctors of science in at least twelve research fields, including at least two liberal arts, economic, natural studies or technical specializations.


A specialized university prepares professionals in at least four areas of study, as well as doctors of philosophy and doctors of science in at least eight research fields, including at least six specialization areas (except for arts and higher military educational institutions (higher educational institutions with special study conditions).


Institute is an institution of higher learning of the III or IV accreditation levels or a structural unit of a university, which provides higher education in a specific area of study, education, culture, or manufacture.


Academy is an institution of higher learning of the IV accreditation level, which operates to provide a specific higher education, helping students to obtain a qualification in a specific area of science, industry, education, culture, and arts, engages in fundamental and applied research, being a leading research and methodology center in its specialization area, and has the relevant level of human and material resources.


An academy prepares specialists in two areas of education and doctors of philosophy and doctors of science in at least two research fields (except for arts and higher military educational institutions (higher educational institutions with special study conditions)).


Conservatory  is an institution of higher learning of the ІІІ or IV accreditation levels that provides a higher education in the field of culture and the arts.


College is an institution of higher learning of the ІІ accreditation level or a structural unit of an educational institution of the ІІІ or IV accreditation levels that provides a higher education in related areas or in several specialization fields. A professional college is created if its daytime departments have at least five hundred people.


Technical school is an institution of higher learning of the І accreditation level or a structural unit of an educational institution of the ІІІ or IV accreditation levels that provides a higher education in several related specialization fields.


Universities, academies, institutes, and conservatories may train students under any type of academic program (junior specialist, bachelor, specialist, master, candidate of sciences), as well as under post-graduate programs. A university (academy) may be awarded with national status for achievements in research activities.

Types of higher education institutions in Ukraine




Policies and procedures for the recognition of qualifications


The procedure of recognition of foreign documents on education has been significantly reformed according to the Law of Ukraine “On Higher Education”. Regulatory act, which controls carrying out of the recognition procedure in Ukraine by all competent authorities, is the Decree No 504 of the Ministry of Education and Science, dated on May 05, 2015. This decree enables Academic Technology Approved Schemes of Recognition of acquired abroad degrees of higher education and documents on secondary and vocational education.


Recognition of foreign educational documents in Ukraine is carried out in full concordance with the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, which was validated by the Law of Ukraine No 1273-XIV, dated December 03, 1999, and Recommendations of the Conventionalong with Ukraine international agreements.


HEIs run recognition procedure in order to enroll the holder of foreign educational document for education and/or take on as a research or research and pedagogy employee to work at the HEI. The decision of HEI recognition confirms right of the holder to continue education or to work at this HEI. To operate the recognition procedure HEI is enabled to create a Recognition Board. The Ministry of Education and Science of Ukraine provides recognition procedure for employment and/or prolongation of the studying of the document holder at the territory of Ukraine. In both cases the corresponding certificates on recognition are issued.


National Information Centre of Academic Mobility (ENIC Ukraine) was established in 2011 by the Resolution No 924 of the Cabinet of Ministers, dated August 31, 2011. The functions of the National Information Centre of Academic Mobility are delegated to the State Enterprise “Information and Image Centre” of the Ministry of Education and Science of Ukraine. National Information Centre of Academic Mobility may grant a conclusion on the recognition, on the base of which the final decision by HEI will be made. The Centre also carries out admission of documents and runs recognition procedure in order to provide the Ministry with information necessary for decision making. The ENIC Ukraine Centre may provide a conclusion or reference about any stage of the recognition procedure: verify the authenticity of the educational document and status of foreign educational institution or carry out the qualification evaluation and ascertain academic and professional rights regarding foreign document on education.


It also provides:

  • information about educational system of Ukraine;
  • handling of the requests concerning recognition of Ukrainian educational documents abroad (for government authorities, ENIC-NARIC network centres, recognition services for international recognition organizations, HEIs, embassies, employers, etc.
  • assistance in solution of recognition issues concerning Ukrainian documents on education and expertise assistance for equivalency establishment of foreign educational documents;.
  • electronic Apostille Register of the Ministry of Education and Science of Ukraine.


Recognition of Qualifications held by Refugees


The Academic Technology Approved Schemes of Recognition, which were enabled by the Decree No 504 of the Ministry of Education and Science, dated on May 05, 2015, define principles of procedure fulfilment concerning recognition of qualifications held by refugees and persons in need of additional or temporary protection.


Recognition procedure for this category of applicants may be started without the complete application package. In such cases the ground to begin the procedure is a refugee certificate, certificate of a person in need of additional protection, identification certificate of the person, who is provided with temporary protection and a corresponding application for procedure implementation.


The existing documents (such as: copies of educational documents, student record book, program description, documents on non-formal and informal education or other documents that can confirm education evidence and/or acquisition of qualification; and also existing documents on work experience) shall be applied in order the recognition procedure of the qualifications held by refugees or persons, who need an additional or temporary protection, could be carried out.


In case there is a lack of information the procedure of recognition of qualifications held by refugees and persons, who need an additional or temporary protection, may include special exams, testing or interviews organized by the competent authority.

               


Qualifications Framework

Ukraine has adopted a National Qualification Framework (NQF) in 2011 and gradually started the modernization of its educational and professional standards, along with forming a relevant regulatory base, creating conditions for engagement of as many stakeholders as possible to the capacity building of a new innovative system of qualifications. The corresponding methodology was initially developed by the Ministry of Social Policy of Ukraine and then it was adjusted by the Federation of Employers, which is engaged in standard development with the aid of branch committees on professional qualification evolvement.

Process of Implementation of the Diploma Supplement

Diploma Supplement is an integral part of Bachelor and Master diplomas; it contains all structured information about completed education.Form of diploma supplement of higher education was adopted by the Resolution No 193 dated March 31, 2015 of the Cabinet of Ministers and Decree No 525 dated May 12, 2015 of the Ministry of Education and Science of Ukraine.


It is issued to the owner of the diploma in order to provide additional and extended information on the national education system, place of the HEI in it; level, content and load of education; peculiarities of the education and academic achievements of the graduate, his qualification, academic and professional rights. It is necessary for promotion of international understanding and recognition of received diploma on higher education.


The information in the Diploma Supplement is given in English and Ukrainian. The document details include: document name, series (“A” letter and 2 digits that coincide with the issue year), 6 digits diploma registration number, available for verification at the web-site of Higher Education Documents Register: http://inforesurs.gov.ua; registration number of the diploma supplement, document issue date; position, surname, initials and signature of the head of the Higher Educational Institution (HEI) or another authorized person; HEI seal.
