Framework
The New Zealand Qualifications Framework (NZQF)
The New Zealand Qualifications Framework (NZQF) replaces the New Zealand Register of Quality Assured Qualifications (the Register) and the National Qualifications Framework and is the definitive repository for nationally approved, quality-assured qualifications in New Zealand.
The New Zealand Qualifications Framework (NZQF) is the heart of New Zealand’s education system. All qualifications – both secondary and tertiary – listed on the NZQF come with an assurance of quality that is recognised and trusted worldwide.

New Zealand Qualifications Authority (NZQA)
NZQA acts as a quality assurance body and approves all qualifications by Private Training Establishments (PTEs), Institutes of Technology and Polytechnics (ITPs), Wānanga and workplace training.

Committee on University Academic Programmes (CUAP)
CUAP considers academic matters across the university system including the exercise of programme approval and moderation procedures, advice and comment on academic developments, and encouraging the universities to develop courses of study that will facilitate the transfer of students between programmes and institutions.

Qualifications Recognition Services (QRS)
The Qualifications Recognition Services (QRS) assess qualifications awarded outside of New Zealand. QRS determine whether overseas qualifications can be recognised in New Zealand and then provide comparison between those overseas qualifications and the New Zealand Qualifications Framework (NZQF).

Tertiary Education Qualification Statement
The Tertiary Education Qualification Statement (TEQS) is New Zealand’s Diploma Supplement-equivalent. Tertiary education providers can choose to issue this document to a student on completion of a tertiary education qualification.
The TEQS is essentially an expanded transcript. It provides a description of the nature, level, context, content and status of the studies that were successfully completed by an individual.
The aim of the document is to provide tailored information to international audiences, improving their ability to understand and recognise New Zealand qualifications.

Tertiary Education Qualification Statement
The Tertiary Education Qualification Statement (TEQS) is New Zealand’s Diploma Supplement-equivalent. It is a document issued on completion of a tertiary education qualification. The New Zealand Qualifications Authority has developed the guidelines for implementing a TEQS in New Zealand.

Access to Higher Education
The national school leaving qualification giving access to higher education in New Zealand is the NationalCertificate of Educational Achievement (NCEA).
NCEA is the main qualification for secondary school students in New Zealand. There are three levels of NCEA. In general, students work through levels 1, 2 and 3 in Years 11, 12 and 13 in school. Year 13 is the final year of secondary school.
The minimum requirement for admission to university in New Zealand is University Entrance (UE). To be awarded UE, students must gain NCEA Level 3, including 14 credits in each of three subjects on the approved subject list (embed link), and meet the literacy and numeracy requirements.
Universities may set specific programme entry requirements which may be higher than University Entrance e.g. for medicine, dentistry or veterinary science.
Requirements for entry to non-university degree programmes and other tertiary programmes are established at a programme level by the individual teaching provider. A number of non-university tertiary providers choose to use NCEA Level 3 and UE.
National arrangements during COVID-19 pandemic
- NCEA results were released in January 2022
- To recognise the disruption to teaching, learning and assessment as a result of COVID-19 changes were made in to NCEA for 2020 and 2021
- Dates for examinations and portfolio submissions have been delayed to provide additional time for teaching and learning.

The New Zealand Record of Achievement (NZROA) is an official transcript of a person's New Zealand qualifications and standards, as reported to NZQA by education providers.

Verification of International Qualification Assessments and Overseas Study Assessments
International Qualification Assessments (IQAs) and Overseas Study Assessments (OSAs) are individual NZQA assessments of overseas qualifications. The results documents issued for IQAs and OSAs are called NZQA recognition statements.
